New Delhi: The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the extension of the tenure of the National Commission for Safai Karamcharis (NCSK) for an additional three years, beyond March 31, 2025, up to March 31, 2028.
The extension comes with a financial implication of approximately ₹50.91 crore and aims to support the socio-economic upliftment of sanitation workers, enhance their working conditions, and strive for zero fatalities in hazardous cleaning operations.
Objectives and Functions of NCSK
The National Commission for Safai Karamcharis plays a critical role in advocating for the rights and welfare of sanitation workers. The key functions of NCSK include:
- Recommending policies and programs to eliminate inequalities faced by Safai Karamcharis.
- Evaluating and monitoring the implementation of social and economic rehabilitation schemes.
- Investigating grievances and taking suo-motu notice of non-implementation of schemes and welfare measures.
- Studying and ensuring improved working conditions, health, and safety of Safai Karamcharis.
- Reporting to the Central and State Governments regarding challenges faced by Safai Karamcharis.
- Addressing matters referred by the Central Government for resolution.
Role Under the MS Act, 2013
Under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, NCSK has the responsibility to:
- Monitor the implementation of the Act.
- Investigate complaints related to its violation and recommend corrective actions.
- Advise the Central and State Governments on effective implementation.
- Take suo-motu cognizance of issues related to non-implementation.
The National Commission for Safai Karamcharis was first established under the National Commission for Safai Karamcharis Act, 1993. It was constituted as a statutory body in August 1994 to safeguard the rights of sanitation workers and improve their socio-economic conditions.
With the latest extension, the government reaffirms its commitment to ensuring the dignity, welfare, and safety of Safai Karamcharis across the country.
