Former PM Warns of Migration Crisis, Stresses on Economic Stability
New Delhi: Former Prime Minister and Rajya Sabha MP H.D. Deve Gowda, despite health concerns, addressed the Upper House on pressing national issues, advocating for rural reforms, targeted support for micro and small enterprises (MSEs), and long-term water security.
Acknowledging Finance Minister Nirmala Sitharaman’s efforts, Gowda commended the Union Budget for its inclusive approach. “She has done her best to protect the interests of the people, and I congratulate her,” he said. However, he raised concerns over growing rural-to-urban migration, particularly to Bengaluru, which now has a population of 1.4 crore. “Our youth are abandoning villages for cities. This imbalance will worsen unless we create sustainable rural livelihoods,” he cautioned.
Push for MSME Reforms
Gowda underscored the need for a distinct policy framework for micro and small enterprises, which he argued struggle to compete with medium-sized industries for financial aid. “Micro and small enterprises need separate policies to survive,” he asserted, urging the government to exclude CIBIL scores from MSME loan approvals, lower interest rates to 7-8%, and eliminate foreclosure penalties for early loan repayments.
Call for Agricultural Boards
Turning to agriculture, the veteran leader advocated for a dedicated National Board for crops like jackfruit and jamun, similar to the existing Makhana Board in Bihar. “These crops have immense potential, requiring minimal investment while offering high returns. If a board can be set up for Makhana, why not for jackfruit and jamun?” he questioned.
Water Security and the Godavari-Kaveri Link
Water scarcity was another key issue highlighted by Gowda, who pointed out that nearly 1,500 private tankers in Bengaluru exploit lower-income residents. While welcoming the ₹1,400 crore allocation for drinking water projects, he emphasized the need for a long-term solution. “The Godavari-Kaveri linkage is crucial for ensuring sustainable water security,” he said.
Appeal for Long-Term Economic Stability
Concluding his speech, Gowda urged the government to prioritize asset-building over short-term populist measures. “We must focus on long-term economic stability and development to secure the future of our people,” he said, calling for immediate action on rural growth, MSME reforms, and water security.
